Total valid ballot papers1304

Ballot papers and election statements were sent to the person nominated by each Congregation for distribution to valid members. Ballot papers were returned direct to Popularis Ltd in pre paid envelopes. Individual ballot papers and election statements were sent to each Minister, together with a declaration to confirm that the ballot paper was the only one returned to Popularis and a pre paid envelope. Each declaration had to be signed. On the return to Popularis, the declaration was checked and then detached from the ballot paper to preserve a secret ballot. A letter was sent to each Associate Member who was eligible to apply for an individual postal ballot. Where such an application was made, the member was sent a ballot paper together with a declaration, election statements and a pre paid envelope for return to Popularis following the same procedure for Ministers.

I am satisfied that the arrangements made with respect to the production, storage, distribution, return or other handling of the voting papers used in the ballot, and the arrangements for the counting of the votes, included all such security arrangements as were reasonably practicable for the purpose of minimising the risk that any unfairness or malpractice might occur.
